Green Bay Packaging Announces $1 Billion Expansion in Morrilton

Green Bay Packaging is investing more than $1 billion to expand its existing mill in Morrilton, marking the largest capital investment in central Arkansas history.

The project, dubbed Project PowerPack, will enhance the infrastructure of the Arkansas Kraft facility and significantly increase its production capacity. The expansion includes the acquisition of approximately 300 acres of adjacent land for future development.

“This project reflects our ongoing commitment to quality and sustainability, as well as our dedication to our employees, customers, and the communities in which we live and work,” said Matt Szymanski, vice president of mill operations at Green Bay Packaging. “We are truly excited for the future.”

The multi-year effort will replace key process components, including the recovery and biomass boilers, and add an electric turbine generator aimed at reducing Scope 1 and 2 greenhouse gas emissions. The company expects the improvements to more than double the mill’s current output.

Green Bay Packaging currently employs more than 620 people in Conway County and will add 35 new positions as part of the expansion. The company has a strong presence in central Arkansas, with additional facilities in Conway, Plumerville, and Morrilton.

The project required extensive coordination at the regional level. In 2024, six counties — Conway, Pope, Faulkner, Johnson, Saline, and White — and the city of Morrilton partnered with the Arkansas Department of Transportation to relocate Arkansas 113, paving the way for the development to proceed.

“This is a historic project for the River Valley and for Arkansas,” said Conway County Judge Jimmy Hart. “And getting it done took a creative and historic level of regional partnership. I want to thank my fellow county judges and mayor for establishing a new standard of regional cooperation. Today’s announcement is proof that brave partnership and leadership pays off.”
